dc.description	This article aims to show the theoretical contributions of transparency and access to information, as well as the real situation of the penitentiary system in Mexico that historically has been of great opacity for public opinion. It highlights the importance of the use of new information and communication technologies as instruments to contribute to the development of society through the generation of government data and information. The importance of the issue of transparency has an impact on the clarity of the destiny of public resources as a measure of combating corruption and the improvement of their institutions when rendering accounts to their governed, and can create credibility and trust in citizens.	en-US
dc.description	El presente artículo pretende mostrar las aportaciones teóricas de la transparencia y acceso a la información, así como la situación real del sistema penitenciario en México que históricamente ha sido de gran opacidad para la opinión pública. Destaca la importancia del uso de las nuevas tecnologías de la información y la comunicación como instrumentos para contribuir al desarrollo de la sociedad mediante la generación de datos e información gubernamental. La importancia que reviste el tema de la transparencia tiene impacto en la claridad del destino de los recursos públicos como medida del combatir la corrupción y en el mejoramiento de las sus instituciones al rendir cuentas a sus gobernados, y puedan crear credibilidad y confianza en la ciudadanía.	es-ES
